The Small-Scale Judicial Youth Facility North, also known as small-scale facility “Noord” (from now on “KVJJ North”) is a low-security facility where young people undergo deprivation of liberty close to their living environment. This facility is located in Groningen, a city in the north of the Netherlands, and was opened in 2021. It is one of five small-scale youth facilities in the Netherlands and falls under the jurisdiction of the Netherlands Judicial Institutions Agency. However, the facility is managed by Elker. Elker is an organization that assists children, youth, parents and schools with complex growth, education and parenting issues through treatment, residential and educational placement for children and youth. KVJJ North provides youth with customized safety, supervision and guidance in a positive learning and living environment.
